When we take admission in any Bachelor's degree we need to be eligible for that. Unless that university or college has clearly stated that they can give Provisional Admission on the condition that you will pass that subject in a fixed time, you may not get admission.

No. Apparently, it is not possible to change the exam center for any entrance test. No college or university allows this. Both the time and venue can not be changed.
