Because if that is clear that you can choose any college from the two colleges you have mentioned above because both colleges are really good whether it is talk in terms of education facility, infrastructure and Placement cell is concerned.

The eligibility criteria of BITS Pilani for M.E. Computer Science is given below. Eligibility criteria : Integrated First Degree of BITS in the respective discipline or its equivalent. Eligible GATE paper : Computer Science and Information Technology (CS)
So from above BITS Pilani required B.E. /B.Tech in respective discipline for M.E. CS admission. Hence Non CSE candidates can not apply for this programme.
