NIOS has been established by an act of the parliament and is competent to award certificates to students who are passing out. Association of Indian universities also have accorded approval for this certificate. This whole information is available on the website of NIOS.BITSAT only mentions eligibility as twelfth from a recognised board and I am sure NIOS is definitely falling In this category.
