You will have to confirm it from the civil aviation authority of your nation, if they will accept an Indian licence to be converted to their licence. If they allow such a provision, then you can fly in India for CPL.
Indian students also go overseas to fly for CPL training. After completion of CPL outside India, the license gets converted to India CPL by DGCA India.
Similarly, you will have to confirm if they allow conversion of Indian CPL to your country's CPL.

You need to be just 18 to start your CPL training. As per DGCA directives you can enroll for PPL just after class 10th and once you have attained 16 years of age.
CPL requires you to be 18 years in age. Irrespective of the flying club you can start your training / medicals / exams once you have attained this minimum age.
