It is pretty straight forward, you don't get the driving license until you are 18. So, it very unlikely that you would get license for piloting at that age. And higher education in preferrably science is also required.

The admissions for CPL are taken on direct entry basis. You should although justify the minimum eligibility hence required for the same.
You should have passed class 12 with PCM as subjects and scored at least 50% marks in PCM.
You may directly contact the flying school you wish to join and enquire about the admission.
IGRUA takes admission via an entrance exam which is conducted in August/September each year for CPL entrants.

You will have to confirm it from the civil aviation authority of your nation, if they will accept an Indian licence to be converted to their licence. If they allow such a provision, then you can fly in India for CPL.
Indian students also go overseas to fly for CPL training. After completion of CPL outside India, the license gets converted to India CPL by DGCA India.
Similarly, you will have to confirm if they allow conversion of Indian CPL to your country's CPL.

CPL admissions are usually done on Direct Entry Basis. Only few flying schools conduct entrance examination like IGRUA & NFTI.
For these two clubs, you will have to clear the CPL entrance test which is of NDA level.
So, it depends on your choice. You may opt to go for flying schools who take direct entry or via entrance exam.

For getting a job in airline you will have to go through the selection procedure of the airline. It comprises of Technical Exam, GD, PI, Simulator check and Medicals. For becoming a commercial pilot, there is a specific eligibility criteria, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires 50% marks in PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible. Blue Diamond Aviation will also follow the similar eligibility criteria and requirements as decided by DGCA.
For becoming a commercial pilot, there is a specific eligibility criterion, which you should first be aware of. This is decided on what subjects have you taken in class 12th. It requires PCM to be a pilot. And, even if you have not opted for the same, then you can appear separately for these subjects and become eligible.
