Yes, you can apply for WBCS exam after completing your B.SC anywhere on any subject, as there is no such barrier or restrictions that may be imposed on you. You satisfy all the criteria.

The best option is to take admission in B.Voc degree in Medical Lab Technology. B.Voc is a work integrated degree programme where applicants get the opportunity to earn while learning.
