If you have cleared your class 12 exams you are eligible to pursue UG courses of your choice, however, you may be required to appear for an entrance test in order to secure admission in a college and course of your choice. Yes, you can surely get admission for ME easily. It will be difficult to get CSE in a good college, but you would get in an okay college for sure.

Yes, you can apply for their exam. However, as per my knowledge, they have just 4 all India open seats. So, if your parents are from the army, there is a high possibility of getting it.
