Yes, you can get admission to ICL Group of Colleges B.E. / B.Tech course without LEET because ICL Group of colleges also accepts other entrance exam score like JEE Mains or HSTES. If you qualified these exam then you can get admission in ICL Group of Colleges You can also apply for  admission in B.Tech if you have Diploma in engineering or a B.Sc in Physics or Mathematics The acceptance rate of Imperial College London is 15% which exhibits highly competitive admission.

No. For taking admission in University of Burdwan, you must appear for JEE Mains or WBJEE. Without these exams you can't get admission in B.E. / B.Tech courses.
