Yes, you can go for big 4s to get the best article ship experience. Since there requirements include good communication skills, graduation from a good College and you also need to clear both groups in first attempt either together or one by one. But the story ends here, As the big 4 accounting firms are not that easy to enter, you need to have some sort of connections inside the organisation so as to pass on your CV to the HR because it's very rare that you get accepted by applying through their website. Moreover you need to have command over your subject.

CA course is not available in any university, ICAI offers CA course only.

Definitely. In today's world English is must. If you don't know very high quality of English make sure you know English to the extent that you are able to communicate easily one on one.You can even give your CA exams in Hindi but after completing CA you know how everything works, companies and all.

Yes, you can pursue CA along with B.Com. You may choose the open schooling colleges like IGNOU DU SOL) or from those colleges which don't require 75% attendance.
