No, Caltech does not give any merit-scholarships. But, it does grants financial aid to international students. To get financial aid, international students can apply as an incoming first-year. As a first-year undergraduate international student, one can receive financial aid only when he / she completes the financial aid application and has the genuine financial need to study.

GRE is not highly required for caltech but however it is in certain courses. The University has termed GRE into three segements that is R for required, O for optional and SR for strongry required.
