University of California Berkeley is among the top ranked universities. You are advised to take TOEFL instead of IELTS. GRE is not required for this programme in UC Berkley but you may need to submit a portfolio and have excellent academic standing. For more details please checj their webpage.

Yes, you can get admission in any university/college in USA and specifically in California. Forget about your class 12th result. For undergraduate admission in US, you have to appear for SAT examination and for better scoring in English Proficiency Test you should go for TOEFL instead of IELTS since TOEFL is more accepted over IELTS in USA. Applicants must possess a Bachelor's degree in Computer Science, or a related field with a GPA of 3.0 or better. A promising applicant with a GPA below 3.0 may be admitted as a special action student. This is stated on their website so just check the department site for details. Here is the URL
