No, Cambridge University doesn't provide a 100% scholarship for applicants. However, the university has waivers on tuition fees which reduces the cost of students drastically. Yes it is very hard, as teh University of Cambridge Trust funding is very competitive so students are high advised  to carefully consider any offers of funding they may receive. An offer of Cambridge Trust funding is not guaranteed.
