Hi Antarip,
There is no specific rule how you can get into these universities, these are amongst world's best and hence you must be among the best students so that they consider you. Excellent academic grades and extra-curricular activities, an all-rounder profile is required. Take SAT and TOEFL for Harvard admissions. For Cambridge admissions, you must take IELTS. Please visit the university websites and check the admission requirements and prepare accordingly.

Your chances are very good. Admission will also depend on other competitive applications, your overall profile, extracurriculars, recommendation letters and so on. Write to the department advisors before applying.

You may check the British council website for scholarship information. You can also check the university websites for university specific financial aid options. All applicants are normally considered for scholarship, but given to only the shortlisted ones basis merit and academic performance.
