Based on your profile you may target University of York, Dalhousie, Queens, Windsor, Regina and Brock. Please check the availability for spring intakes though.

The application process needs to be started a year ahead of the intakes. If you plan to enroll in the September 2018 intake, your application must be submitted by 2017, check the deadlines on the university websites. However, you cannot apply without your final year grades. I will, therefore, advice you to check with the universities firstly about the specific rules. Also, check for the 3-year degree acceptance by the universities. Options will be limited. Keep checking other countries too.

For most of the universities especially the top ranked ones, yes, it is too late. You may find a couple of universities still accepting the application. Better you check the university websites.

Yes, you can. You must check admission requirements which will depend on the program and university. For Bachelor degree programs, your IELTS is fine but once again check on university websites.

Your CGPA is average as the top ranked would require more than 8.0. The admission will also depend on your LORs, SOP, research inclination, publication work, etc.
You can consider:
1. Ryerson University.
2. Dalhousie University.
3. Simon Fraser.
