Hello,
Class 11th marks are not considered. Already, you have scored good marks in class 12th. Therefore, just get the good IELTS score and thus plan your admission. Good luck.

However I will like to advise you to approach an agency which is dealing with sending students abroad for MS. This is because there are plenty of nuances which play critical roles and these agencies are aware of this role and take care of these nuances,

You would be eligible for foundation courses, University transfer pathway courses or skill based diplomas. You can begin your research with a few colleges and polytechnics. Try the website for polytechnics Canada (polytechnicsCanada. CA) or colleges and institutes Canada (https://www.collegesinstitutes.ca/) to search for courses and colleges.

Yes, you are eligible to work part time while studying. 20 hours a week is what Government of Canada allows international students. You can work full time (40 hrs) during holidays (summer vacation etc.)

Hi,
It is possible to apply but you already hold a Master's degree and a double Masters is not easily accepted. Also, MHA programs require some relevant work experience. If you are really interested gain some relevant clinical or health sector experience for a year or so and start applying. And this applies for most Maharashtra programs elsewhere other than Canada.
