You can always email the colleges and ask them, the answer will depend on the college's admission policies, they may or may not accept it, they may ask you for a retake or can actually offer you an English language pathway programme. It will also depend on how good your academic record is, if you have a high percentage they may accept the IELTS score.

Yes, it possible but you have to confirm with the universities first. Typically, you can complete a one year PG diploma course in India or complete the first year of a relevant MS course in India to get the 16-year education requirement. In addition to these, you must have a high percentage, good projects, IELTS score, and a competitive profile overall.
