It is difficult to suggest without any relevant information from your end, based your grades, you can look out for less competitive countries such as Poland, Portugal, Ireland, etc.You can further bring more options depending on what you want to study, etc.

You have a better chance in Australia as Canada seems a tough nut to crack with the history of arrears and a three-year degree from India.

Yes you can pursue PG from Canada as your backlogs are cleared so there is no issue in getting a student visa and studying abroad.
The decision on an application for a Canadian study permit will completely be based on one's individual application package. Usually good academic record ( especially marks of last major degree) , proper course selection (preferably showing progression in same field) consistent profile, sufficient proof of funding and a decent IELTS score and showing strong ties to your home country is seen as a standard benchmark to get the Canadian study permit. There may be more requirements, depending upon the citizen

You have completed BE in India. Now you have applied for UG diploma? I have not understood. Is it PG diploma? In any case, if you get admission then you will definitely get Visa.

Different programs have different requirements, you can check the university website for the programme you want to study since you haven't mentioned the subject, alternatively you can mention here.

But, both of them are a bit expensive universities.
Never go for Vancouver Island University and Thompson River University, they will also offer you MBA, but these are one of the worst colleges you may find in Canada.
