Hi Rishav,
Either IELTS or TOEFL is compulsory if you are planning to study abroad, particularly the countries you mentioned. You may still write to the universities and see if they can waive it off based on your scores. Otherwise check for English language pathway programs , please check with the universities about such courses.

Normally speaking, colleges abroad seek excellence in academics before considering any student for admission. Unfortunately, you have scored less than 60 % and hence I feel that your chances have diminished. However, I would advise you to seek guidance from an agency dealing in sending students abroad since that are many nuances and you may fit in perhaps!

Both have different opportunities. MS is a more research oriented and academic degree. PGDM is more like a professional course. Which one you choose depends on your career interest.

If you are looking for less fee then look for colleges. PG Diploma will have less fee.
Universities will be more costly. All degrees are of two years.
Only if you study 2-year program, you are allowed to stay back for three years.
If you do PGDM (Post Graduate Diploma) of 1-year then you will be allowed to stay back for 8 months.

If you have 10 backlogs then probably you are not meant for engineering. You might be good at many other things, but certainly not engineering. Why do you want to pursue engineering only? There are many higher education options in Canada which you can pursue. Also, most of the good Universities won't consider you unless you give them a "passed" transcript for all subjects and semesters. I'm talking about good universities. If you really have some good projects and high quality work experience, you can give it a try though.

Hi Surendra,
It is very difficult in Canada but you can check with the universities and if they see your prior education fit with their credit norms you can be admitted. Also, admission into MS programs in Canada is very competitive.

Hi,
Yes, you do meet the education requirements, however, top MBA programmes won't accept you without work experience. Also, a good GMAT and IELTS score is required.

B.Sc has less scope in abroad as it is general graduate degree so it has not so much value in abroad but when you have done your M.Sc and PhD then it becomes valuable.
