The application process needs to be started a year ahead of the intakes. If you plan to enroll in the September 2018 intake, your application must be submitted by 2017, check the deadlines on the university websites. However, you cannot apply without your final year grades. I will, therefore, advice you to check with the universities firstly about the specific rules. Also, check for the 3-year degree acceptance by the universities. Options will be limited. Keep checking other countries too.

61% is low for MS admission in Canada. I doubt if you will be considered. MS programs are very competitive and require applicants to have around 75% and more. In addition, you must have a very strong profile with research work demonstration, publications, etc. You can look for PG Diploma courses or check MS options in other countries like Australia, UK, etc.

Yes, you can apply to the colleges, popular colleges include Humber, Fanshawe, Fleming, Durham, etc. You must also take the IELTS or TOEFL. Suggest you to apply under SPP program. Read this:

Hello,
Since you already hold a Diploma, colleges will hesitate to accept you for another Diploma. This also indicates minimum visa chances. It does not make any sense applying to similar programs. You may look for Bachelor's degree. You may check here for options or check colleges under SPP.

Hello, I am afraid but 52% marks is quite low to get into a Canadian University. You can opt for colleges under SPP, however I doubt your visa chances which will depend on your communication skills, your intention of studying and of course your overall application kit. Look for advanced diploma, post-secondary diploma or even Bachelor's degree programs in a relevant area. Keep check on your interests, it's important you know what you want. Ideally, you can if you had mathematics. For certain universities like top ranked University of Alberta, the high school course does not matter. But you will need high CGPA or percentile. Since the admission requirements are different you have to check on the university websites. University of Ottawa, University of Windsor are other good options.
