Yes, universities do take a close look at the number of backlogs. Most of the top good universities do not accept more than 6 (or 8) backlogs. For top universities, it would be max 2. Secondly, they would also look at the CGPA in the last 2 years (4 semesters).

Yes, you can apply in Canada September 2020 intake provided that you meet the required percentage and the eligibility criteria.

No one comes under sds, you should check weather the college is a listed DLI, then there's no other issue.

Yes, backlogs will greatly affect your chances. It is a huge negative reflection. First of all, you have to clear all the backs without which you will not be eligible. Then also your CV matters the most, nevertheless it doesn't mean that all hopes are drowned.

It depends on how fast the seats get filled. But, usually it is closed by September- October. But, this varies.

You need to give IELTS exam first, then only it will decide if you could get admission in good colleges. Your CGPA is okay and might get accepted by the Canadian colleges.

As far as my knowledge goes, there are no credit transfers for the pharmacy studies in Canada. I would suggest you to complete your undergraduate studies and then apply for the Masters studies in Canada.
