GRE and IELTS are both requirements for any form of study you wish to pursue along with the additional work experience that is often required. If you believe you're falling short on the experience front, my best suggestion to you would be to enroll yourself in a form of study which would then allow you to scale up to a PR and a job opportunity in Canada. One of the interesting one's that I recently encountered is this Study & Work programme where you basically get to do a course while earning part-time and once you finish the course, you can work full time for about 6 months.

The scores you mention are pretty good to pursue higher studies in Canada as the average falls to about 6.0 band in Canada. GRE and IELTS are both requirements for any form of study you wish to pursue along with the additional work experience that is often required. NIOS is a government recognised remote boards examination. If you have proper grades in your 12th from NIOS which confirm to the basic requirements of the college, you can easily get an admission in Canadian universities. With the recent changes, the score barrier has gone up and certain people find it difficult to achieve the same. Canada has a vast number of jobs available for willing prospects. With the strict US work setting, more and more people are driven to Canada every year due to the opportunities it provides. However, in case of a proper work opportunity, you would still require IELTS as the English Proficiency test. As far as an undergrad is considered, you may find certain colleges in Australia which only require an English proficiency test and not GRE. IT is important to scout such colleges and build a proper profile so as to allow a better view of things.
