Colleges may accept it depending on your profile and their own admission policy. It is difficult to specify a name since the requirements vary. It is best you write to them and check out English language pathway programs for international students. Many colleges offer such programs to foreign students who do not meet the IELTS requirement. Just check on college websites and write to them.

It is very nice to hear from you that you are interested in doing your PG in Canada after completion of Engineering Graduation in India. There are many nuances in the whole process. On an individual basis it's quite tough. Due to this, I would like to advise you that please approach an agency dealing with sending students for MS to Canada.
