Hard to tell, firstly, you must get the admission offer letter from the university. If you have not applied yet you should. If its late the visa process will be delayed and it might affect your classes. If you are applying under general category it will take a longer time. As admission deadline closes, number of applicants also increases and this also affects processing time. Many students have to defer their classes as a result. Check the time table with the university.

Every college has scholarship programs, for international students its kind of competitive and colleges give on merit basis. You can simply check a college website for financial aid and scholarship information. Usually, you will be considered automatically for scholarship during the application process but for some colleges you may have to give a separate application. You need to check.

Both the countries that you have chosen are English speaking countries and the colleges in those countries have English as the medium of instruction. This becomes very helpful for students from India to seek admission in these countries. When one is thinking for placements after studies, Canada being bigger country than New Zealand, correspondingly offers much more jobs than New Zealand. In view of this I would definitely advise you to aim for going to Canada for doing your undergraduate studies in civil engineering.
