Based on the admission requirement of the respective university, you should have scored, 6.5-7. They are good scores to get into Canada colleges and universities. But, 5.5 in section can be a matter of concern, and you will have to re appear for the IELTS exam.

If you have got the university offer letter, it means you have fulfilled their entry requirements to take admission to that university. So, you definitely get the study visa for Canada.

You can do Ph.D or opt for MBA or MS Management. MS Engineering Management is also a good choice. This is absolutely your choice. Since you already have a Masters applying for a second MS will be extremely difficult in Canada unless you want to specialize in a particular field. So, you decide what you want. You have to convince the university also regarding the course choice so its best you know your main interests and priorities.
