The only thing you can do now is to check entry requirements on university websites and email them to see if your scores can be accepted.The University itself will tell you what to do.

It's nice know your dreams of doing MS in Canada. The whole process normally takes about one year. I would advise you to contact a local agency dealing with sending students abroad since there are many nuances to this issue & it's perhaps outside the scope.
Your good academic career will definitely get you admission.

Your score is light but I think it is not much relevant for some good university. However, there are many other institutes that you may also get admission into with your score.

One can apply for the visa after he has been selected by a university. In addition to the IELTS score, you must also meet the academic requirements set by the universities and the different programs. Your IELTS score is alright but may be low for most programs. It is best you write a few emails to the desired universities and check with them directly.If required retake or check if you could be eligible for a bridge course.

It will depend on the university requirement, and admissions are not done on basis of only IELTS score, you must have more than 55% to be eligible to study in Canada.

You can apply for a study visa only after a college accepts you. You should complete your 12th in India and then apply to the colleges abroad.
