Yes, the provisional certificate is enough for visa application for Canada and gets your ECA assessed; however, there are some bodies only which accept that.

Yes, you can get a Canada study visa without IELTS. You SEE Canada actually doesn't give out study visas as such, but they do provide study permits which automatically come with a temporary resident's visa. The English language assessment you need is dictated by your university of choice.

For a Canada student visa you must get a minimum of 5.5 bands in each of the 4 IELTS segments for undergraduate course with an aggregate score of 6.0 or higher graduate courses required a score of 6.5 bands with a minimum 6.0 in each of the four parts to study in Canada.
