These are very few University in the world (I mean very few) who offers the core specialization of Machine Learning in Masters Level. Either they offers MS in Data Science or particularly MS in Artificial Intelligence. Now, coming on to eligibility, then yes, you have to come from engineering background (not necessarily from CS or IT) to opt for this course. However, if you don't require any professional degree like MS, you may start learning these things on your own (if you are from non-engineering background).
