Minimum eligibility criteria: Graduation/Post Graduation or have passed the final examination conducted by the institute of Chartered Accountants of India/Institute of Cost & Works Accountants of India/ Institute of Company Secretaries of India/ any other course which is Government recognized course with minimum 50% marks.
On the basis of Merit in the Combined Merit List based upon the following weightages: Marks in Class X-10% Marks in Class XII-10% Marks in Graduation- 10% Behaviour Skill Test-10% Marks in Entrance Test 2

Yes, you may apply with this percentage but cannot guarantee you for anything. But you could give it a try. IBS is not famous for HR though. But, IBS Hyderabad has overall decent faculties for HR.

You can try for:
1. IMT – Nagpur.
2. IMT – Ghaziabad.
3. XIMB.
You can go for tier 2 or tier 3 colleges. New IIM can also be consider, if you meet the sectional cutoff.

Last year, the cut-off was 70 and hence, you have fair chance of getting admission, if you perform well in WAT/PI process.

Since MBA is a masters degree, a bachelors degree is a prerequisite for studying at IIMs. Other than that you need to clear the bare minimum cutoffs of colleges which vary from institute to institute. Scores for IIMs vary from year to year. But a score above 97 percentile will get you calls from atleast new IIM's. The higher the percentile the better.

IIMs only consider CAT scores for PGP admissions and the cut-off varies for different colleges.

You are eligible to get into the college. It is not necessary that you need to apply with CAT percentile. You can apply with CMAT, MAT or any other MBA entrance exam.
