At that low CAT score, it is impossible to get admission in any good college across India. I suggest you either focus on the other upcoming exams or prepare for the next CAT.

BITs Pilani has a distinct name in itself it is a very good college and you can surely go for it.

The exam is not scholarship based. It is just an entrance based. The percentile secures your admission but does not provide you any concession in the fees. You should go through the prospectus of the course offered by the institute to know more about admission procedure, fees, syllabus, course structure etc.

CA/ CS is not mandatory for CAT exam. Students from B.Tech, B.Sc etc. And all field give this exam. Scoring a good CAT and UG % is very important to get admission in good college. Go through the prospectus of the CAT for more information.
