Actually, there is ME (production engineering) not CSE (production engineering) in our college.
You can search for other colleges that offer CSE.

After class 10th, but I would suggest you something better. I feel that you want to be into the field of event management only, right? So, if it's your final choice, then why don't you make it much better? I don't think that admission after class 10th is a good idea. I would suggest you to complete your class 12th, then think about this. Plus, I don't believe that you should go for a Diploma course. Rather, try to pursue a full time degree course, because graduation matters the most. You should refrain from opting it. You should choose your stream wisely after 10th. Many students come under pressure from parents and friends and end up choosing a stream which doesn't suit them. If commerce and it's subjects suit your interest, you should choose it. It offers a wide range of options to you in future. If biology has your interest, you can opt for medical too.

If you want to make your career in B.Tech (mechanical engineering) then you should choose Science PCM stream in your 11th and 12th class. PCM means physics, chemistry and mathematics. Study carefully and with attentive attitude.

You can't pursue both the classes simultaneously. Just relax, do not expect this, it's even not listed in the education board rules. But yes if something like this will ever happen in future then it will be good.
