You have to pass class 12th first then you can do graduation. There is an open board in every state, you can pursue class 12th from an open board then go for graduation.

State technical boards conduct lateral entry exam for admission in the 2nd year after ITI/12th non-medical, you can take this test. As well as many private colleges provide direct admission just on the basis of the merit in ITI.

You have a good chance in getting calls from most of the top B schools such as IIMA, IIMB, IIMI, and FMS Delhi. Rest, based on your engineering stream, 10th 12th boards, and percentiles in individual components (VA, QA and DI LR), you can try predicting your colleges. Now come to the current affairs section. Do read some newspaper, read the important exam oriented issues. This will definitely help you to score a good mark in UPSC.

If you directly wants to land in the field of technical, then choose Diploma after class 10th. It is only best option available. You will save 1 year, but you have to focus on Maths really well.

I guess, you are a bit confused in understanding the eligibility criteria with 10+2. It means, your class 12th or PUC grade, not your class 10th. So, better start focusing on your subject to get your dream college.

It is good that you started thinking about your future. Now for IAS, you need to have graduate degree to write exam, so what I suggest you is to take any degree course, which is not hard as any technical course and start preparing by reading newspaper, current affairs, GK, History, Geology Etc. and take some help of tuition and write exam. You have 5 years from now start utilizing it.
