No, you cannot apply for CS on the basis of class 10th. Please check for your eligibility from the criteria mentioned below:
Company Secretary Course is conducted in three different levels. Foundation Level, Intermediate Level and Final level. For being eligible for Foundation level you should have passed 10+2 (or equivalent) from a recognized board. Once you qualify the Foundation Level you can apply for Intermediate Level and after qualifying Intermediate Level, you can apply for Final Level. BTC (Basic Training Certificate): Eligibility
Among the diverse eligibility criteria, the most important one to get admission in any of the Basic Teacher Training colleges in the nation is the successful completion of higher secondary or 10+2 level of examination. Try to score in excess of 99.8%ile in CAT to get into FMS Delhi.
Do well in the GD/PI/Extempore rounds to further increase your chances.

Your score is pretty good for admission in both SIESCOMS and NL Dalmia. If you want to do PGDM in Finance, NL Dalmia is a better option and if you want marketing then go for SIESCOMS.
