There are many universities who are offering different Ph.D. programs but they don't show on their website I request you to visit or call the university instead of waiting the answer of questions.

The minimum eligibility for doing b.ed is graduation. If you have completed your graduation with atleast 55 % or as per respective university's rule you can definitely get admission. But you need to pass the entrance.
