Yes, it can be useful if you want to move or are already working in a telecom company. However, sources say this certification will be valid till 15 Aug 2015 and then expire. So you would be better off going for the CCNA collaboration certificate. But overall if you are from a reputed institute then you dont need to worry too much about certifications as a fresher for finding jobs.

Yes, it is mandatory to get a CCNA certification in order to get CCNP certification. However, you can still write any of the exams from CCNP track without passing CCNA, but even if you pass all the exams of CCNP track without CCNA, Cisco will not give you the CCNP certificate unless you pass CCNA. - SAP
- Labour law
- Labour welfare
Professional in Human Resources (PHR)
The Senior Professional in Human Resources (SPHR)
Global Professional in Human Resources (GPHR) etc.
As these are short term courses, there is no as such eligibility required but some of the certifications do ask for graduation or PG as an eligibility requirement.
