Chandigarh is better for B.Tech engineering! The best engineering college in Chandigarh is Chandigarh university! I dint study there but I have lots of friends there they said they had the best experience there in terms of studies environment faculty infrastructure and placements! I have gone Punjab once to meet my friend there I visited the campus of Chandigarh university and its more than amazing I wondered if I visited there 1 year ago I should have preferred this college! Its better than any Patna or other colleges! To apply in this college you have to appear in an entrance exam called CUCET. Don't worry about the placements here,

The plus point of this college is that it is located in Bangalore and there are lots of top recruiting companies situated. It will help you in your placement. Chandigarh University (CU) is also good.
