You are qualifying on the University criteria (i.e., your. aggregate marks should be more than 50 or 60%). Surely you will get admission even after reappearing 1 subject. Assuming you are having valid score in entrance exam.

Normally the Hostel fees / Tution Fees are non refundable.
But If the Classes have not yet started there is a chance you might get some amount refunded if not full. And that too after requesting for refund in writing.

Hi both are very good Universities for the course that you want to pursue but I would person is just you to go for Chandigarh University I have seen it's campus it's really good and people are also very Cooperative some of my friends also went for the same course in Chandigarh University and they are happy with the course so as such if you make any choice you won't regret because both are good colleges but I would personally suggest you to go for Chandigarh University all the best.

Hi Chandigarh University is a good University the campus is really good and placements are also commendable you can definitely get a package of 8 to 10 lacs are you can also try applying off campus it would also depend on what course we are pursuing all the best.
