No, you can't do BE in CSE just after doing 10th. For doing BE in CSE candidate must passed 10+2 with physics and mathematics as mandatory subject and candidate must have studied Chemistry / Biotechnology / Computer Science / Biology as an optional subject.

Yes, you are eligible to take admission.
The eligibility criteria is:
10+2 with Physics & Mathematics as compulsory subjects along with any two of the following subjects: Chemistry / Biotechnology / Computer Science / Biology with at least 50% marks (45% in case of candidates belonging to SC/ST category) in the aggregate.

There is no different subjects in first year for all branches. All will have same syllabus throughout the first year you'll get :Engineering mathematics, engineering chemistry,Engineering Mechanics,FIT,Basic electrical engineering, elements of mechanical engineering,EvS, Workshop, Engineering Physics .
You can go for the following books to build up knowledge gradually and step by step:
. Strength of Materials (R.K. Rajput, Beer & Johnston)
. Surveying (S.K. Duggal, B.C. Punmia)
. Building Materials (S.C. Rangwala)
The last subject is quite interesting and it would be very good if you study it on regular basis.

You should go for Chandigarh University as it has more scope in these streams with lot of competitions and opportunities and good placements.

There are many more institutions better than Chandigarh University like Delhi University's st. Stephen College, ICFAI, etc. So it can not be said that CU is the best.
