Your rank is good enough. You do have a chance in chemical engineering in most of the colleges. Wait around for counselling to know more. The first counselling process is set to begin from 9th to the 14th of July at Assam Engineering Institute, Chandmari. Other details are given in the ASTU website and the official website for the director of technical education of Assam.

Rocket propulsion is a chemical reaction which needs to be controlled. They use different Li batteries which are needed to be manufactured according to their specifications. Rocket engine may be a cryogenic, solid fuel based, liquid fuel based or it can be combination of all together which are mostly related to chemical engineering. ISRO people do a lot of research for creating new type of Li batteries.

Yes, you can. The previous year general cutoff for AEC was 130-135. So just wait for the counselling.

Yes, some NITs have their cutoff ranks above 55000 for some of courses. My rank was also more than 55k. You can compare your rank with the previous year's category wise cutoff's ranks at:

There are few chances to get any NIT or IIIT with desired branch. You should go through the counselling, Hope you get any college. Otherwise go for some private engineering college like Nirma University, LPU, Chandigarh University, JECRC, SKIT Jaipur, Amity University, Anna university, Manipal University etc. Thanks.
