There are some good countries like Canada, New Zealand, Germany, etc. But Germany will be best with all the concerned things. Germany universities are low costly. Their fee is very low. You can also work 20 hour a week to earn which will be good amount for your daily expenses.

It's too high. The required marks are above 230. If you have good marks in JEE and HSC, you will get chemical engineering.

IIT, Indore has achieved 100% placements both in mechanical and computer science and 97% in electrical with a whopping package of 1.7 crores. CS average package is 15.5 lakhs. Indore is better city. It is well connected by airport. Placement get a advantage here. IIT, Indore has better coding culture. It has qualified two times for ACM ICPC. IIT Indore has best overall rank from India for all the ACM ICPCs held till now. IIT Indore has collaboration with CERN, so if you have good grades you get to intern at CERN.

Yes, you can get good govt. colleges, be it NITs or autonomous institutes of your state where your admissions will be under home-state quota. Try for MANIT, MVNIT, NIT -Durgapur and NIT-Jamshedpur. Also, try for autonomous institutes of your state (which come under NIRF rankings under 100).
