Yes, you have a chance for sure with that rank. As CSE and EE are very high demading streams in the market you need to have a luck to get those streams for sure. And chemical engineering is also a very good stream. But in my view u can get any of those with that rand but the college u may want to admit it may differ.

I have less idea about the government colleges, but as per me, Nirma University and PDPU are good for chemical engineering.

I don't have any idea about IPU.
If your son has 112 marks in JEE having general category, then he might not get any good NITs easily.
He can go for other private colleges.
