Hello Sajil,
The admission into Coimbatore institute of Technology is based on the cut-off scores in PCM out of 200. You need to apply for counselling under Anna University.
With this score, it is difficult to get a seat at CIT for civil engineering.

For undergraduate programs, you will need German language proficiency but check the language of instruction on university websites. At least A2 level is required for most UG programs. You can also check this if it helps for your German language training:

Both the degree have equal value. Don't be confused. Some region or states will offer B.Tech degree and others BE degree. You will study the same course content everywhere. There is no change in the value of BE or B.Tech.
