NITW has a better ranking. So I would recommend NITW. If you are unhappy with the branch you can always look forward to internal sliding and change after your first year.

According to me, CSE has more scope than chemical. So you actually go for CSE in NITK instead of chemical. It also depends on your interests. Please don't choose a branch depending on the college. It's your branch in which you will build your career ahead, so choose wisely.

No, you can't apply for B.Tech in chemical, at least you need 12th mark sheet or Diploma degree.
And yes you can do diploma course in chemicals or your desired stream after your 10th.
