Hello Sonu,
These days admissions are strictly done on the basis of other entrance exams. Without this evil, there is normally no admission in engineering colleges. Depending on your rank, you will get the college. The best colleges are NITs.

If you are confused between chemical engineering and ECE, then I will prefer you ECE as now a days communication system is on it's peak and to keep it's peak the electronics and communication engineers are required. There are too much opportunities in this field.
