Admission to SVNIT, Surat is based on JEE Mains. Whether Guj is your home state or not, this is the procedure. After the results are announced, counselling for state quota as well as All India Quota is conducted together .

Placement wise, you should prefer CSE in VIT Vellore but if you want to go for further studies, you should choose ICT. Placement is good there and also, it's the best place for chemical engineering (ranked 1 in chemical engineering branch).

You have a very competitive profile. I would suggest you check admission requirements and apply to the University of Toronto, University of Waterloo, University of Alberta, University of British Columbia, McGill University, University of Victoria and University of Calgary. Check deadlines and apply early. SOP and recommendation letters are also very important.

Since, you want to pursue chemical engineering, so the best college other than IIT-Mumbai is ICT-Mumabi. For this, you need to take MHCET exam and score really well in that.
