Hello Praful Patil, it's very nice to hear from you that you are interested in doing your graduation in engineering after completion of your Diploma in plastics engineering. Yes you will be eligible to seek admission in lateral mode in petrochemical or chemical engineering. However I would like to advise you to visit the webpage of the directorate of technical education of your state where you will find all this information in authentic manner. Hello Prajwal, UPES Dehradun is one of the best colleges for engineering in petroleum related courses where as Manipal is the best option for M.Tech from other branches.

Hello Vijay Gawle, Many IITS such as IIT Roorkee, etc. Accept GATE score for M.Tech in Chemical. Besides IITS many central universities such as Aligarh University also takes the admission for M.Tech in Chemical on the basis of GATE score.

Hello Rupa Shah, about 30% seats in ICT are filled up on all India level with percentile or ranking in JEE Mains as the criteria. I feel that with your percentile above 95, you have quite bright chances of getting admission. Hello Piyush, it's very heartening to know that you still have the spark to study even after 25 years of work experience. But I am afraid that these days no professional course including engineering can be offered online buy any university in India and as a result you cannot think of doing graduation in chemical engineering by distance education mode. However you can do AMIE which is equivalent to graduation in engineering for all practical purposes. Best wishes to you.
