No, it is not mandatory to get 60% in boards for NDA. One just have to study Math and Physics, as main subjects. There is a proper weight to height requirements. But, it will be seen when candidate will be selected in SSB and qualify for the medical test.

You have to reappear for that failed subjects to get your degree certificate. What you have with you is a course completion certificate, with that you can apply for jobs. But generally all companies would only consider students with a degree. Still, you can get into some company and work until you clear you backlogs.

The Aspirant must hold a Bachelor's Degree or an equivalent degree from a recognized university with 60% or equivalent CGPA and valid GPAT/GATE are eligible for admission. Yes, you can get a seat in Andhra University. Good luck.
