As you have scored 33% in HSC, please make sure that you have whether pass or not, it is generally mentioned on the certificate. If you have passed (sometimes 30 marks only), then you will be eligible for B.Sc Chemistry honors. If not pass, then not eligible. Now, you should visit your local college in your locality to know more about the admissions.
But, chances are very low at Maharaja Sayajirao-Baroda.

I am afraid your 45% in the qualifying exam of class 12th will turn out to be your undoing. The eligibility conditions states that the general category students must obtain at least 50% marks in the class 12th examination. However, I would like to advise you that engineering is not the end of life. There are plenty of other courses available under any university and which are equally good as far as the career is concerned. You must choose subject and stream of graduation about which you have fascination or you like it greatly.
