The basic eligibility criteria to pursue MA Human rights & Distance Education is a Bachelor's degree in Arts stream or any other equivalent examination with a minimum of 50% marks from a recognized college or university. So, yes you are eligible for any university in India.

Yes, you can get admission in M.Sc. (Bio and Physics) at the Pilani campus and Goa campus. Moreover, you may get a call for admission in any of the subjects at the Hyderabad campus.
