You can CA from anywhere in India, and there is not any college that offer you CA course, the only right to give CA course is to ICAI.

For admissions in any of the VIT universities you have to qualify VITEE. I got a 9000 rank in VITEE and had recently gone through the counseling process thus I have done a bit of research for the cutoffs. Vellore is the main campus of VIT University then comes Chennai and the new ones are Amravati and Bhopal. For admissions in VIT, the fees are based on which category you get. There are 5 categories according to which you can get admission. And the fees for all are different. Depending upon your ranking you will be called for either phase 1 or phase 2 counselling and the category system start from the Phase 2 counselling. After all the seats in Phase 1 counselling ( 1 to 20k rank ) are filled, phase 2 counselling starts. Some seats are left for each category with and increase in the tuition fee. The category 1 fee is generally around 1.9 to 2 Lacs per annum and the category 2 fees is about 2.5 Lacs per annum.

Congratulations on your rank. I know it is much but it is definitely way more than what I got in the year 2022 which was 29000 something. Happily studying CSE in VIT Chennai. Alas! My parents pay a huge amount of the third category every year, but I tell them that it is worth it and I am doing better. So yes, you can get CSE in maybe the 2nd or 3rd category but not the 1st for sure.
