Depending upon your ranking you will be called for either phase 1 or phase 2 counselling and the category system start from the Phase 2 counselling. After all the seats in Phase 1 counselling ( 1 to 20000 rank ) are filled, phase 2 counselling starts. Some seats are left for each category with and increase in the tuition fee. The category 1 fee is generally around 1.9 to 2 Lacs per annum and the category 2 fees is about 2.5 Lacs per annum.

It is next to impossible to get CSE at this rank in category 2 as chances are there to get it finished before 20k rank in Chennai and Vellore campus.
